Cement is unusual among CBAM sectors: most of its emissions are unavoidable process CO₂ from calcining limestone, not fuel. That makes clinker the hotspot, and clinker substitution the main lever.
Process CO₂ vs fuel emissions
Making clinker calcines limestone (CaCO₃ → CaO + CO₂), releasing process CO₂ that no fuel switch can avoid. Clinker sits around 0.9 tCO₂e per tonne. Ground cements that blend in substitutes, and clinker replacements like calcined clay (~0.3 tCO₂e/t), sit lower.
What you can and can't reduce
